This type of thing happens when you have a NAT assigned IP address. In plain english you should contact your ISP and ask them if they use NAT - at which point you cannot host - or can they allocate you a fixed IP address. If they can then you are in business.

Your IP address is your internet address. If your ISP using NAT then you get an IP address that cannot be seen by the outside world so they cant connect to you.
