I'm sorry to hear about your pit. Animal control officers sometimes create policy based on myths and fears (ie: all pits are violent so any that passes through a shelter will be euthanized), and make split decisions based on past experiences that may not always apply to every animal.

I'm a law student and one of our resources for finding attorneys is www.martindale.com. You will need an attorney who works in civil practice, as pets are considered property/objects. Try clicking on the "Location/Area of Practice" tab, enter your search info, then under the last drop down box (Bar Register practice area) choose "Civil Trial Practice". I'm not sure what your basis for suit would be - maybe trespass to chattel or conversion, but your attorney will help more than I can.

I know nothing will bring your puppy back, but through mediation or negotiation (hopefully this won't have to go to trial) you might at least receive compensation for what you paid for the puppy, vet bills, etc. More importantly, at least you will have a forum to voice your concerns to the city over the death of your dog and hopefully you will receive some sort of explanation for why this happened.
