Subject: cactus

I dont know the name of the cactus but it is a tall and there a few thorns the problem is that there is a ligth brown skin that has grown over the plant it has started from the botton and going upwards, and there is some on top of the plant , there rest of the plant is healthy.
can you suggest what is this ? and what can i do ahout it?
