Subject: Tf, that is exactly my point. A lot of it depends on the parents. The government cannot force parents to be good parents. It is up to the parents, and that is why I do think so many kids do so poorly academically. The only other thing I can think for other people to help is the mentoring program. The voucher system will not work, unless those who useit really want to take advantage of it.
