Like Joe said, it's a bit of an abstract concept.

If there's a single breakaway like you often have in flat GT stages the peloton is simply the largest group of the two. (usually by a long shot)

If the race is more 'shattered', like in the classics or the GT mountain stages, the peloton can -imho- be defined as 'the largest group of riders that's still in contention for the win'. Imagine having 2 riders up front, 2 chasing, and a group of 15 riders behind those. The rest of the field is in the back, usually for good. In that case the 15-rider group becomes the 'peloton'. But only when everything is completely shattered.

Gah. I think I made it more complicated by trying to make it simpler...sorry 'bout that. :D
