Yes - that is part of it. Another part is that the promoters need to pony up reasonable purses as well.

There are many factors that weigh into improving the overall situation, getting more women in the race is indeed one of them but it's sort of a catch-22. Promoters who don't provide a good purse are less likely to attract women to their race. Smaller teams need to use their limited resources (funds and people) wisely. Promoters are sometimes (quite understandably) unwilling to offer bigger prizes in part because they might end up with a very small field. So it goes both ways.

The regional race series sound like a good approach.
