Subject: WADA TdF IO report 2003, a diversion

Has some relevance to the Landis case, the anti-doping war in general, and the ProTour. Context is that the UCI/ASO allowed a WADA team to audit the Tour although the UCI had yet to join WADA. (The UCI was not happy that the report was "leaked" prior to them having a chance to review it.)
