My understanding is that the IOC doesn't object as long as the commercial logos on the jersey are reduced enough, however they define that. In Tyler's case, the BMC logo on the shoulders was removed entirely so that only the Olympic rings are featured there, with the BMC logo moving to the sleeves. Nothing else on the jersey seems changed.

Personally I think it would be extremely petty for the IOC to have a problem with an Olympic athlete, an Olympic champion no less, showing his pride by having the Olympic rings on his shoulders. The IOC it would seem has far more to worry about today (read doping, etc.) than causing problems for a champion like Tyler Hamilton. But big corporations and organizations can be very petty with such things.
