But testing above 50% is not "failing a drug test." Testing above 50%, in itself, is not considered a doping offence. It would be a bit illogical for the UCI to point to it as evidence of doping in the team when the official UCI position is that high hematocrit is not proof of doping.

I think this is a better guess. Wasn't the EE doctor named by one of the (non-EE) cyclists as a source of doping products?
