Oatmeal is like sugar. It will not go bad until it is introduced to moisture. At that point the natural sugars inside the oatmeal will react with the moisture and begin to grow mold. Hence the "store in cool dry place" warning. Hope i could help!"

P.S. "Stock up", now, before it's too late, and the trucks don't make it to the super- market and the shelves go empty within three (3) days and we get to live like those who did in Soviet Russia of the U.S.S.R. back in the 1960s during the "Cold War."

Flour goes bad because of Meal Type Worm Egg's in the Flour itself.
I purchased a 5 Pound Bag , Opened it up , And it was full of these Gross Worm's.
Oatmeal is Oat's and I would guess it's Subject to It's Own Type Worms.
In Regard's To how many Hop Sing Kept on the Ranch.
Probably 5 or 6 Whiskey Barrells. And Those Were in 50 Gallon Drum Containers.

"I've had flour in my cabinet that wasn't opened yet, but was past the expiration date. Thought it was ok to use. After scooping some flour out, noticed it had tiny worms throughout the flour. My friend said they're "born in there", or has something to do with the flour being in a warm cabinet. She suggested I keep the flour in the refrigerator. Can anyone help?

Weevils, etc are in most milled products. You don't have to keep them refrigerated but freeze for 1-2 hours after bringing them home. This kills them off and doesn't allow them to grow.
Airtight containers (zip bags or containers) help prevent any outside contamination later.

And on the Ponderosa is given to a Hoss.

I never had a problem with flour but I did have small black bugs in pasta. What a mess. Had to trow out most things not canned. adamseveh

I learned that all flour has egg's in it from the mill where it's made , and under the right condition's the egg's hatch and turn into flour meal worm's , it's gross. Look's like maggot's.
You can Google this for more info.
Oat's would most likely have it's own form of bug egg's.
If "Hop Sing" had Oat's Stored They'd be in big Wooden Drum's And Kept In Cold Storage. But You'd Still need to watch out for Mold and Mildew.
Do Not Feed This To Livestock.
Chicken's would be Ok , as they eat Buggie' stuff.
