Subject: motivation for copyright issues in S5 E2?

Does anyone know why Peter Packer was motivated to write about Charles Dickens and his copyright concerns in S5 E2, A Passion for Justice? Was this in reference to Dickens' 1840s tour? Any leads appreciated!
