I learned that all flour has egg's in it from the mill where it's made , and under the right condition's the egg's hatch and turn into flour meal worm's , it's gross. Look's like maggot's.
You can Google this for more info.

Oat's would most likely have it's own form of bug egg's.

If "Hop Sing" had Oat's Stored They'd be in big Wooden Drum's And Kept In Cold Storage. But You'd Still need to watch out for Mold and Mildew.

Do Not Feed This To Livestock.
Chicken's would be Ok , as they eat Buggie' stuff.
