A brutal dictator can force compliance with unpopular policies (our boy Saddam H for example) while a more civilized person can only lead a willing populace in the direction they wish to go. Rabin's death may have been due to his policy making a few (at least one) people mad enough to kill him but given the degree of support for that policy since his death, it's highly unlikely that he would have had the support to push it through. Sharon's coalition is fragile and can be disrupted from the right while Rabin's coalition was even more fragile due to a lack of support for that very policy. The only people it was popular with was the Palestinians who don't have a lot of votes in the Knesset.
