The best place for repair questions is rec.games.vectrex. And, of course, the best way to insure a useful response is to describe the situation as best you can, like what you've tried and what you've seen when you've tried it...

You should turn the console off before inserting a
cartridge ... then back on again ... Might that work
for you?
