ok, this reply is many months late, but I answer here in case other Vectrex users have the same problem in the future. You say the joystick on the controller only has tension if moved from side to side. If you move it up/down there is no tension. In other words the joystick does not self centre in the up/down direction. This indicates that the spring for the up/down self centre is broken. This is a common fault for a well used controller. If you look at the Vectrex FAQ it gives solutions to fix this, but it requires the controller sticker to be removed from the top of the controller - which is quite difficult.
