Subject: Why Have Rules?

I have been coming to the track for a while now, I help a friend in the pit area.
My question is: Why have rules if they are not enforced?
The way I see it when a car comes to the track for the first time to race ( any car, any class ) it should be teched as soon as it gets there. ( while it is day and everything can been seen ) if the car does not meet the track rules it should be recorded and brought to the driver's attention, along with giving them a copy of their class rules and allowed to race that day. Then, the next time that car comes to race it should be teched again, and if found to fail the tech then it should not be allowed to come off the trailer until it does pass.
I used to think racing was fun, My Dad was the supervisor for the Indianapolis 500 for thirty years! and never knew that there was so many gray areas in teching a car, But I have seen that there are those who just see what they can get by with.
I have seen cars with carburators that were not in compliance, I've seen cars with exhaust systems that according to Hill Country Raceway rules were not in compliance ( for saftey reasons ), brakes that were wrong, vacuums that were wrong, on/off switches that were wrong, fuel lines that were wrong, numbers that were wrong.
As many times as some people have been here they ought to know their class rules inside and out, and abide by them to the letter.
I mean if the rules of this track are not enforced why have them. I heard said that a lock just keeps an honest man honest, is that the same for rules of racing too? are these rules just for those who want to abide by them? Or are they there to make the race more fair and enjoyable for all who race?
In fact if the techs were allowed to tech the cars before they even race, you wouldn't have to do it afterwards,in the dark by a flashlight! Because no one wants to win and then be told their car is DQed, if you teched them before, you wouldn't have to DQ them later.
I just see alot of angry people in the pits for one reason or another, some are mad because their car is questioned, others are mad because they are trying to race in a class with cars that should be in another. Others are mad that they didn't finish the race for one reason or another ( we've all been there sometimes ).
I have read the rules of the track over and over again, and I think they are good rules that should be followed not only for fairness but also for saftey reasons.
I probably won't be the most popular guy in the pits after this, but someone has to speak up and say something!
I'm sorry to all those who might have a new reason to be mad in the pit area, but WHY HAVE RULES IF THEY ARE NOT FOLLOWED?
