Well, I have a few ideas.

1. Well this is more of an ingame thing, but taxes are way tooo high, how are new players gonna afford anything? That can't be helping.

2. The problem with the leaders is you need good leaders, you can't just throw some chump into a leadership position or else nothing will happen. Just because your a noble you still have to be a good leader.

3. Damn those were both in game things. Let's try having more npc's so kaiden doesn't look deserted, no one wants to play a deserted mud. And I don't see guards anywhere, there should be some sort of safe place a person, especially a new person can go where they don't have to worry about being killed. It used to be the city, but now it's just as lawless as outside the city.
