If you give the forge guards some gold they'll step to the
side. This will allow you to pass by for a small amount of
time before they'll start blocking you again.
You no longer get 'magickally' transported to the next room
like it used to do.
I'm not sure if you give all your gold or not, it's kinda
quirky in that when you're giving money to an NPC if you
just hand them all your gold it won't do anything, you have
to specify an amount for them to react.
There is a bug though in that they don't say anything when
they block you. They should do that.

And the tailor movement thing isn't a bug. Though it could
use some massaging.
