Actually, the nobles have been on their own as far as
income goes for about a year now. All of their money comes
from profits from their shops.
In Kaiden there are taxes collected each time someone makes
a purchase at a shop with a safe. The shopkeeper puts the
tax money in the safe and the Kaiden leader then goes and
empties the safes when he needs money.
The no re-popping guards is because now guards are all
purchased by the Kaiden leader at a special recruiting merchant
that he has access to.
Both Stonehaven and Kaiden have the same prices on guards.
It's kinda like Warcraft as far as using strategy to get
money flowing in and buying the right guards and placing
them in good places.
All battles and wars will require no immortal intervention
because it's up to each leader to decide if it's worth
risking soldiers in battle and deciding how spread out he
wants his army.
I'm hoping this brings a lot of interesting game play for
everyone as PCs are needed for many different levels in each
city be it espionage or reconn or just plain fighting with
the militia in battles.
The economic factors are also there as money needs to flow
into the cities as well.
Also a city leader has to be sure to balance taxes with the
spirit of his own populous...if he is a disliked leader he
not only has to deal with the opposing city, he has to stop
revolts from within.
