Derek,
I was glued to the TV as a child and I don't recall any Looney Tunes characters singing this song. I do remember a mouse on Tom and Jerry, that looked like Sam Elliot the actor, who sang that song. I can't recall his name but I do know he was Jerry's uncle from Texas and every time he played his guitar to sing that song a string would break and he would yank out one of Tom's wiskers to replace it. He would stammer out the first word when he would sing (FFF ...Froggy went). I have searched for this song for years and found a few variations but all have basicly the same rhythm.
