Part of the answer why the Pulse Devil lies in the nature of the designers.

I am going to give an opinion based upon my ongoing correspondence with one of them. First, he is a design engineer of RF equipment and already has a job doing such. Second, designing a discriminating PI is more of a hobby type challenge than a project for profit. Third, he has learned a lot from the Guru of PI's, Eric Foster, and as far as I know is going to share all design features with him. Forth, he dislikes how some people/companies try to patent everything thus making it difficult for other companies to include the concepts in their designs.

So, by designing a discriminating PI and then posting such a design in the public domain, everybody can use the concept. Overall, this should improve the PI designs of all PI's in the future.

Things could change before all is said and done, but my last correspondence with him indicated that is the route he is going to take for the reasons mentioned.
