Subject: How do i get a guy to like me when i'm 12 and hes 16?

My dad and his friend Paul are really good friends and he has two kids Phillip and Beth-ann. Well i just got back from a trip to six flags in St.Louis. Well i always flirt with phillip every time i see him. I want him to like me but i'm only 12 and hes 16. But always seems to like me every time i see him. I was wandering how do i get him to like me and ask me out?
