--- UNCORRECTED LAYOUT PROBLEMS ---
April 26, 2002
SUB-DIVISION: Hagerstown Engine Service
OWNER: Superintendent (Frank Elwood)
1. Derailment (1/29/02)--ND3122 (Alco RS unit) at 1st curved switch off running rail leading to yard office.
SUB-DIVISION: Hagerstown Switch Yard
OWNER: Superintendent ( )
1. Dead track section east end of yard at crossover near fascia. (3/26/02)
2. Not enough tracks to do effective switching (3/26/02)
3. No switch lead on the west end (3/26/02)
4. Caboose track not accessible from both ends (3/26/02)
5. Yard tracks near the wall are inaccessible and unusable. (3/26/02)
SUB-DIVISION: Wilmington Industrial
OWNER: Superintendent (Paul Hoerner)
1. Suburban Propane needs uncoupling ramps, track bumpers and accessible turnout throws. (2/26/02)
2. Derailment of car and loco at Clark Cabinetry switch probably due to trackwork (2/26/02)
DEPARTMENT: Maintenance of Way, Track & Benchwork Maintenance
OWNER: Roadmaster (Wil Gilliard)
1. Separation (1/29/02)--Between PRR5797 (E9) and Amtrak21876 (coach) at tunnel leaving Conowingo. Coupler heights look good but there is a track hump there. Temporary improvement made by Gene.
2. The Tortoise near the Hagerstown tunnel entrance has slipped out of adjustment several times (Frank comment). (2/7/02)
3. Tortoises need to be installed on all mainline switches (Frank comment) (2/7/02)
4. Derailment (3/26/02)--ND3121 west end of yard at main line switch lined for main line
5. Potomac River bridge (formerly known as the Pop-Ed bridge) does not drop far enough and locos hit raised rails on the Hagerstown end (3/26/02).
6. Potomac River bridge (formerly known as the Pop-Ed bridge) only goes half way up and grinding sound is heard (4/25/02).
DEPARTMENT: Electrical, Wiring & Power
OWNER: Chief Engineer-Electrical (Greg Coughlin)
1. Power Routing Switch (1/29/02)--Switch off main line at Rising Sun can't be lined for main until loco travels about 5 feet into Rising Sun. Effectively closes down the main line.
2. Power Routing Switch (1/29/02)--Passing track at Newark is dead unless main line switch lined for it.
3. Power Routing Switch (1/29/02)--At least one switch in Conowingo yard is power routed. Causes track to be dead sometimes, even when it is lined correctly.
4. Control Panels (1/29/02)--Confusion as to which toggles to throw to actuate turnouts. Much walking back and forth to throw switches. As previously recommended, relocating toggles to near the turnouts would solve this.
5. Conowingo (includes Rising Sun) shorted. After the short was removed, power didn't come back for many minutes. Rail-sync voltage dropped to 9.92V from the normal 12V. Cycling main power didn't fix the problem. Power came back up when a train in Rising Sun was moved. It was straddling the insulated rail joiners on the siding which is second from the inside at the back near the bridge. This may have something to do with the reverser circuit wiring, but couldn't duplicate the failure. (2/21/02)
6. Signal Bridge at Hagerstown yard: Signal head on right goes yellow when yard switch thrown, then goes dark. Caused by Tortoise internal relay (2/26/02)
7. No power to Wilmington Industrial area unless main line switches lined for industrial tracks, due to power routing switches. Main line must be shut down when switching this area. (2/26/02)
DEPARTMENT: Electrical, DCC
OWNER: Assistant Chief Engineer-DCC (Wil Gilliard)
1. Runaways (1/29/02)--Runaways of multiple engines following shorts. Situation much improved with decoder replacements, but still a potential problem.
2. The ground wire from the main power supply is not connected to any of the boosters. (2/21/02)
3. Wires loose in booster connectors. Ends need to be tinned with solder for this type of connector. (2/21/02)
4. A short in Conowingo causes a momentary power-down in Hagerstown. A short in Hagerstown takes 2 seconds to recover after the short is removed (2/21/02)
5. When the layout main power switch is turned on, track power comes on to Conowingo. It should not, and it does not in the other two power districts. Loco headlights turn on but locos won't move until track power is intentionally turned on with the throttle. (2/21/02)
6. One of the UP3 panels (labeled with a piece of tape: "Test wire causes short") is either mis-wired or defective because it shorts out the layout when test connector plugged in. It seems to work O.K. with throttles. The test connector is a short telephone connector jumper used to connect a voltmeter to the network. The two Loconet wires are connected (pins 3 & 4), the two commons are connected (pins 2 & 5) and the two rail-syncs are connected (pins 1 & 6). (2/21/02)
7. UP-3 Panel needed in Wilmington Industrial area closer to stairs. Currently, must put down throttle to throw switches on main line and Suburban propane.
8. Several runaways (different locos) when a particular UT-1 throttle disconnected. UT-1 has no I.D. Has round, white sticky label on back (3/26/02).
9. All throttles need labels on them so they can be identified in case of failure.(3/26/02)
10. Need more holsters for throttles. Have been dropped when just rested on layout.
DEPARTMENT: Rolling Stock, Loco Assembly & Maintenance
OWNER: Master Mechanic (Wil Gilliard)
1. ND 2794, needs defective decoder replaced (4/4/02)--Wil took it for repair.
2. Loco ND 1547, Bad centering spring on front coupler. (2/26/02)
3. Loco ND 3121, Uncoupled several times from track cleaning car. Coupler is too low. (3/26/02)
4. Loco ACL E-unit, uncoupling from AMTRAK coach 21876 on helix. Loco coupler too high. (3/26/02)
5. Loco: Keith's Decapod. Dead engine caused by broken wire between loco & tender
DEPARTMENT: Rolling Stock, Car Assembly & Maintenance
OWNER: Master Mechanic (Wil Gilliard)
1. Separation (1/29/02)--B&O5489 and B&O5482 (passenger cars) Repeated instances including at Rising Sun (near wall) and one of the loops in the back room. Owned by Paul Hoerner and he probably wants to repair.
2. Derailment (3/26/02)--CNJ22861 on eastbound main adjacent Hagerstown yard.
3. Derailment (3/26/02)--MW134 ballast car. Was backing through east end switch to Conowingo.
4. Derailment (3/26/02)--MW134 ballast car. On crossover near Conowingo.
5. Derailment (3/26/02)--B&O53200 & LV25218 at swithc into Cherry Island at bridge. Train was on main line.
DEPARTMENT: Operations
OWNER: Train Master (Paul Hoerner)
1. Confusion about which direction is eastbound and which is westbound. Signs on the wall would be useful.(2/26/02)
UNCLASSIFIED PROBLEMS:
1. Derailment (1/29/02)--PRR5789 (E9) on main line at Newark
2. Derailment (1/29/02)--B&O5489 (passenger car) on main line at Hagerstown
3. Derailment (1/29/02)-- under Wilmington Station at crossover.
4. Derailment (1/29/02)--Doodlebug on crossover past tunnel entrance near Hagerstown.
5. SFRB 5642, CR23061?--Derailed at Conowingo yard--Not clear why. (2/26/02)
6. ND199371, CR124200--Derailed on straight Hagerstown yard lead without switches.(2/26/02)
