Rookies of any type don't get any better camps then anybody else. The main difference is that, usually, a rookie has a lower stat that is being trained and so gets more points (as per John's explanation) added to the stat, so Rookies tend to have better camps as they have some 'catching up' to do.

My averages:

QB: 7
RB: 5.4
WR: 8.2
OL: 6
K : 13.5
DL: 10.25
LB: 9.33
DB: 9
