A couple, center, looks at an educational marker beneath some trees at Crissy Field in the
Presidio with the Golden Gate Bridge in the background May 1, 2001, in San Francisco. The
Presidio is a centuries-old base and former headquarters of the Sixth Army. In opening the
Presidio to the public, Congress said it must be self sufficient by 2013 or be sold off -- a
one-of-a-kind demand among national parks. That requirement, along with $600 million worth
of renovations needed to preserve current buildings, prompted Presidio officials to turn to new
