The White House on May 14, 2002 said the Republican Party was selling copies of this photograph of President George W. Bush on Sept. 11 to raise campaign funds, drawing Democratic charges it was exploiting a tragedy. The photograph shows Bush on Air Force One talking to Vice President Dick Cheney in the aftermath of the hijacked plane attacks.
