I did a search using the terms "Andy Hallett news" and found this piece of information on TV Tome:

"Lots of andy/lorne fans are dissapointed that his character on angel left the series in the recently aired series 3 finale. he's going nowhere guys. :) lorne left for las vegas to get some money [and help his friend] and will return in season 4 to open his own hotel, instead of a bar. or so rumor has it. either way he's not gone."

Also, on the 6/10 "Watch with Wanda" chat, someone asked if Lorne would be back, and Wanda replied with the following:
"I feel for you! Yes, Andy Hallett returns from Sin City."

I still haven't been able to find out where I read that he'd be a regular, but I'm going to keep searching until I do.
