At one time the religious authorities were the government, and tithing is nothing else than the taxation required by those governments. It used to be compulsory, but God had nothing to do with it.
..... Those governments made a mess of it, and the secular governments took over from them. Since then in many countries tithing, that is taxation to the religious "ex-�uthorities", has become voluntary. They had no choice in that matter, the "ex-authorities", who didn't obey God anyway, are now bound by the laws of the secular people.
