Yes, yes it does sound a little scary.
I'd say he/she/it/whatever has some major control issues. Really major ones. Geez, when that person was a kid they were the one terrorizing the other kids about "that's not the proper way to stack blocks" wern't they.
I read that and the resultant conclusion was:
"I am GOD. You shall not piss without MY permision. Breathing is totally out of the question."
Major control issues.
Even the grouchiest GM with the most strict system looks mild next to her.

Hmm... sounds sort of like an "imagination and free will must be checked at the door" type of place. And frankly, that's right near the top of my list of scary. Not to mention no fun to roleplay in/at/around.

Although it would be amusing to see what would happen in a fight between a few of my power-characters and a few of hers... with a completly neutral moderator of course.
