This dudes a scammer! This is the only true way to hack accounts. I found it on 1up.com and it worked:

Don't you just hate what Jagex has done? Restricting you to menial "non-member" worlds? Well, do you want to be a member. I haven't figured out how exactly to make you a member yet (still woriking on it!!!), but you can hack a members, or anyone elses, account for that matter. Just send an e-mail to: jagexpwrdrecov@hotmail.com. "Why," you may ask, "am I sending a password recovery?" Your not. Well, not exactly. Your fooling the server. Put the password as "modaccountedit". Then, put this and ONLY this in the e-mail:

modconfirussrecovabu+-+-*"your username"-+-+
modconfirpasrecovabu-+-+*"your password"+-+-
modconfirussabulokedit***"to be hacked account username"***

The only things you change are the username and password variables in quotes. Since you do not give your username to Jagex, their moderators use this to lock your account. God Jagex is a jerk. That's why I help you. Enjoy!

Note: Do NOT change your account info for at least 2 days after submitting this e-mail. Jagex was formed in 1999 so their e-mail is pretty slow on this.
