Because, technically, Faith is the official Slayer. When Buffy died the first time, Kendra became the official Slayer and then Faith. Buffy is an anomaly, which is supposedly the reason for the First being around now. I think that they said somewhere that when she died, the first time, and then came back to life that it caused what is going on now.
