One of your chips may be malfunctioning (either in the drive drive or the main motherboard). I have no familarity with the CBM series, but I do know that that is not normal behavior for any computer that I know of.

Try searching Google for a list of CBM 4032 series pages, parts or accessories. Technical data sheets may be of use as well, as the memory map of the CBM 4032 differs slightly from those in other CBM-series lines.
