GeoCities doesn't shut you down if you exceed your limit for the day, they shut you down if it LOOKS LIKE you're going to exceed your limit. I can't find it in their FAQs at the moment, but someone showed it to me last year... they were linked from someplace and then got an email from GeoCities that said that their average transfer rate over a two-hour period was too high, and that at that rate, they would exceed the daily limit.

So GeoCities shut his site down for a couple hours.

It's a free service, and they can do what they want, but it sounded to me like a cop giving someone a ticket for accelerating too quickly... you're not speeding yet, but it looks like you might.
