Bucknell scrimmaged Penn State last year behind closed doors as well. The PSU athletic department wants to ensure there isn't a public record of what will happen there. I saw LHU last year (don't ask). They weren't very good versus their in-conference D-3 competition. It should be a good chance to see the new BU freshman class.

Conversely, Bucknell has not played Bloomsburg in football for years, a game in which Bloomsburg would have won at any point in the last 5 years.
