Subject: Ring roads

I'm sorry if this is a really dumb question, but does the terminology *ring road* when applied to a town, mean the same in US english as it does here; ie a town with a road right round the outside?
The reason I ask is I have designed Dakhla Oasis in that style , a single continuous road around the oasis with no junctions at all (other than those required for entertainment) .
If I upload it to Ph Heaven I would want everyone to understand the description.
