Web developers would often budget 10-15% extra effort to distort each page to work in IE6. And even then, behaviour could be unpredictable.

IE7 is not as bad as that, but it still suffers from unreliable handling of layout. When you said "the home page the link to sign on is not there" it made me think of layout problems.

IE 7 is in its 8th year now and upgrading is worth doing anyway, whether to IE 9 or to one of the big four standards-aware browsers (Firefox, Chrome, Opera, Safari).
