Well, for the most part, I see no problems with this rule. Actually, I'm somewhat surprised such a rule didn't exist in the first place. The only part I'm concerned with is this:
"The definition of such a chat will be determined by the moderators, but could include any lengthy discussion between only two or three people..."

My problem with this is that it basically prevents discussion except for at peak times. Whenever those "responsible" for the offenses leading up to this new rule are available to post on the boards, there are rarely more than two or three in any single discussion thread. Those of us who are at the Cafe in the midnight hours (or our esteemed international members) would have to have every single person currently on the board posting in every discussion in order to allow us to participate without violating this rule.
