Okay, I passed. Still don't know about how the haiku works, but at least 16 of these answers below should be correct:

These are corrected answers (I think)

“How many fingers am I holding up?” this is a stupid question and I refuse to answer it
“The qualities required to be a diligent civil servant are…” The one that mention toilets
“What status does a black hat with a red ruby button indicate?” tax gatherer
