Before August 3 you needed a bollard from the Netherworld and a shovel. You had to dig deep in the quarry near Skund. Although it wasn't a quest, it was a very entertaining experience based on a footnote from Mort.

I haven't explored much around Skund since the big changes so I don't know if the quarry is still there.
