Well, he was there in the daytime (perhaps someone killed him?) Also, I tried to lockpick the door, but that didn't work. I think you need (for a male character) dress trousers ($21.50), a bow tie ($10 ish), and a dinner jacket (don't know). He'll still give you the "not famous enough" routine, though.
