There's a place near the Patrician's Palace called the hall of Heroes (or atleast there was) where you could enter (its a quest in itself) and once your in, your in a statue room, if you type 'look at statue of ' (or something like that, you'll see that its a certain size and plating (bronze, silver, gold etc.) depending on how many quests you have done. So i'm guessing that your char needs a certain statue to be famous enough.
