Subject: The 3rd repairing command

I know there is a third repairing command, one that works on things which are not leather (which you use leatherwok on), nor weapons or armour (which you use fix on), Im pretty sure it requires a needle and thread. Does anyone know the command, and if they do, could they tell me how to get it?
