The quest was never removed, just broken after the big changes that occured in the city. This was also the reason the Loz Lipton wasn't around, the bad mime artist as well as a few other ones that had the npcs there but the quest wouldn't work (like Wozza and Bertha with her poodle). It seems most of those quests have been fixed now though.
