Depends on when you go... when there are few people around, beaches are usually clean and free of litter. During peak season, don't expect too much...

As for marine life, it's as good as it gets in this little corner of the world. For me, Perhentian and Redang are the best on the east coast for snorkelling. Marine life is one of those things that are unlikely to get better over time especially in the light of more & more development taking place. So if I were you, I'll enjoy it while it lasts and do my bit to make it last longer :)
