I've only dived with the dive centres at Reef & Laguna. Most resorts have dive centres but guests are free to dive with any dive centre they choose, though it's probably cheaper to sign up for an open water dive package that includes both the course and resort accommodation. Most dive centres offer PADI open water. If you're looking for NAUI, I believe only Redang Bay and Pelangi run that. PADI vs NAUI is largely a matter of personal preference, instructional methods may differ slightly. As with most instructional courses, the quality of instruction is more dependent on the instructor. So in this light, it's hard to recommend a specific dive centre as they may have a number of different instructors (and instructors may also move around different branches/dive centres). In general, based on feedback from various ones who have dived or taken dive courses at various resorts in Redang, most have acceptable quality of instruction/equipment/service (not surprising since it's quite competitive there). And not surprisingly, divers tend to stick with dive centres, dive masters and instructors that they are familiar with as they are comfortable with familiar faces, like a home away from home :)

Hope this helps.
Alex.

Took my OWD with Laguna last year. Very friendly bunch of people. Relatively new equipment and we were very well escorted in our first few dives (1 instructor to every 2 people). They were very generous in terms on no. of dives. My buddy who was there a day earlier had a total of 9 dives at no extra charge (I had 7).
