Resorts currently run their own speedboats to Redang, and it is assumed that all passengers have booked a package (since packages are charged per head) - there is no walk-up ticketing or guest services.
Due to the nature of the packages (most of which are all-inclusive: meals, snorkelling trips etc.), it is unlikely resorts will allow your brother to just 'bunk-in' with you in your room as they would not be able to control his access to meals, trips etc..
