I can't comment on Scott Hall. I'm not sure if WWE would have him back but you never know.
As for Warrior, I highly doubt it. Warrior himself has stated many times that he will never work for WWF/E again and I can't say I blame him.
Warrior's name has been used countless times in advertisments for wrestling hotlines just to boost interest. So don't read too much in to it.
