Subject: left rear tire rule

I was reading through the new rules for the 07 season and it does not say anything about taking out the hard LR tire rule. In the Pit Stop it states the board passed the elimination of the tire rule, but it also states these are not the actual rules. So i am just wondering if anyone can give me a straight answere.
