I am an Advisory Board Member and it is my understanding that this is not allowed. If you are crowning, you cannot compete that year at all, you have to sit that year out if you are moving up. You're age division isn't closed, so enter another local.There are plenty of other Local's to enter, see the local listings at: http://forestrypageant.tripod.com/georgiaforestryqueens/id78.html
