Your nasty black substance is probably "Anti-Burglar” paint. This magical substance is basically normal black paint, but with an infinite drying time. Hence the Dulux Dog, and any intrepid hospital visitor, would look less than clean after a brush against it.

The idea is that you’ll get deterred sneaking into the hospital after getting covered in black paint and then messing up your car, settee, carpets and significant other.

It will wash out OK – but it’s an effective way of keeping people out.
