Your nasty black substance is probably "Anti-Burglar� paint. This magical substance is basically normal black paint, but with an infinite drying time. Hence the Dulux Dog, and any intrepid hospital visitor, would look less than clean after a brush against it.

The idea is that you�ll get deterred sneaking into the hospital after getting covered in black paint and then messing up your car, settee, carpets and significant other.

It will wash out OK � but it�s an effective way of keeping people out.
